Yes, you can get a browser extension to do it. I don't think you can do it directly from the website.

The same widget will let you slow down the video (and set the time increment of the "rewind" function).

I can get it to work on YouTube but not here. Any ideas?

It does work for me, but it does not integrate into the online website. It appears as a little floating widget in the corner.
