The chord Tomo plays after the Bb/C, drops the 1st string Root to a Maj 7, and the second string to a b5, what would you call that resulting chord?

Bb / C R b7 9 11 to Bb / C b7 b9 b11, dropping first finger a half fret? What is it then called?
Oops, it's dropping the R to Maj 7 on the first string, and the 5 to b5 on the second string. Bb/C maj7 (b5)?
