I think it matters what style you want to sound like and the type of guitar you are playing.
Classical and flamenco are more "nail-on-nylon" oriented. I think players in these styles have a big variation, depending on how strong their nails are and how aggressive they play.
I think the typical hybrid "pick and fingers" works better with the fingers being "all meat"-- for me, anyway. So no nails. Steel strings rip up my nails quickly, so nail techniques don't work for me at all.
Probably best to watch some interviews of your favorite fingerstyle players and see what they say. Some Travis-pickers are great using thumb-picks, too.
