I'm not sure how to understand the R 3 7 swing rythm. Tomo speaks about a "slower downstroke and a faster upstroke", but I am having a hard time understanding it rhythmically and how one would go about writing it out in musical notation. Right now I am purely going by "feel" so any help would be greatly appreciated.

Well, going by feel is the ultimate goal, so you're already there!

You rarely see it written out explicitly in notation; it gets very busy if you do. It is usually written as eighth notes with a notation at the top that says "Swing Feel" or "Triplet Feel" to indicate the swing rhythm applied throughout. At least that's what I've noticed over the years.
